MSME Samadhaan or ODR? Where New Delayed-Payment Cases Go
If you are searching for “MSME Samadhaan complaint”, check the current filing route before following an old tutorial. The official MSME annual report records a move of new delayed-payment cases to the MSME ODR portal.

What the official report says
The Ministry's 2025–26 annual report states that new delayed-payment cases have been filed through the newly launched ODR portal from 15 October 2025, with integration with Samadhaan. Use the government's current portal and instructions; legacy case tracking may differ.
An online filing is the start of a process. It is not a guarantee of recovery or a fixed date on which the buyer must deposit money into your account.
Prepare before entering the claim
Create an invoice-wise statement with principal outstanding, contractual dates, part payments and supporting documents. Ensure the claimant's legal name and Udyam details match the supplier on the transaction records.
Keep correspondence organised chronologically. A short explanation supported by delivery and acceptance evidence is easier to assess than a large folder of unrelated emails.
Separate the claim from the cash forecast
Forecast ordinary customer collections conservatively and track disputed recovery separately. If the buyer proposes instalments, document amounts, dates and the treatment of the remaining claim with professional advice.
Do not count a filed application as confirmed receivables financing. A lender may still question enforceability, ageing and concentration risk.
Before submitting: check current portal eligibility, applicable jurisdiction and whether an existing proceeding affects the proposed route. Use qualified advice for disputed facts or substantial claims.
Good recordkeeping helps both resolution and future credit assessment. The immediate business objective is to stop uncertain collections from silently becoming the basis of the next payroll or supplier-payment commitment.
