CGTMSE up to ₹10 Crore: Why the Ceiling Is Not Your Loan Eligibility
A scheme ceiling is often mistaken for an amount available to every applicant. With CGTMSE, the useful question is how much debt your business can support and whether the proposed facility fits the current guarantee scheme.

Start with the distinction
CGTMSE's published ceiling was raised to ₹10 crore. The guarantee supports eligible lending by member institutions; it is not a direct cash payment to the entrepreneur. Security, enterprise eligibility and coverage depend on the relevant scheme and facility.
For an existing borrower, the first task is to separate a genuine growth requirement from a cash shortage caused by overdue collections or persistent operating losses. A guarantee does not repair either problem by itself.
Prepare three amounts
- Project requirement: equipment, installation, initial stock and other justified costs.
- Funding gap: requirement less committed promoter money and other available sources.
- Affordable debt: borrowing that operating cash can service under a realistic downside case.
If these amounts differ, explain the difference. A ₹3 crore project with ₹70 lakh of promoter contribution does not automatically justify ₹2.3 crore of term debt if the repayment capacity supports less. Consider staging expenditure or changing the capital mix.
Ask for a written facility structure
Request the proposed term-loan and working-capital split, primary security, guarantee fee treatment, coverage route and conditions before disbursement. Do not confuse a promoter's personal undertaking with unrelated third-party security.
For context, see our earlier capital-mix discussion.
Before applying: reconcile your requested amount with actual invoices, cash conversion and repayment capacity. The scheme ceiling belongs in the eligibility check; the business case belongs at the centre of the application.
